A Duluth Neighborhood Typology

As I approach the three-year anniversary of my return to Duluth, I’m still poking around to understand it with different lenses. To that end, the most fruitful thing I’ve read in a while was a piece in American Affairs by Salim Furth, which tries to apply an economist’s perspective to neighborhoods to understand what it takes to make a strong neighborhood. Furth’s question is a salient one, particularly in a time when few people work in the neighborhood in which they live, and in which mass suburbanization across the country (and modest suburbanization in Duluth’s metro) have upended the notion of what a neighborhood is for a generation or two of Americans.

Duluth strikes me as well-suited to this sort of study of neighborhoods. Its neighborhoods tend to have more obvious boundaries than cities on a traditional grid, which makes it easier to identify the “egohoods,” as Furth calls them, that people use to understand their own surroundings. We know where they all are, and this city’s choppy economic history also lets us see successes and failures in a way less possible in areas with nonstop growth. This is also a timely discussion, as the city just rolled out a plan to explore greater development efforts on certain core investment areas. While correlation by no means implies causation—I’ve discussed elsewhere how Duluth’s neighborhoods came to be as they are in terms of income—it can give us some helpful guides to the future. So, I’ve divided Duluth’s neighborhoods as follows:

Traditional Neighborhoods

When people think of neighborhoods, this is what they imagine. West Duluth or Spirit Valley or Denfeld, or whatever you want to call it, with its own downtown and neighboring schools, is probably Duluth’s most robust example. Lakeside has its commercial node and a school not too far away that covers basically just that one neighborhood. Woodland’s school situation is a little blurrier, with Homecroft off to one side and a Montessori and private elementary option in the middle, but the basic idea still stands. Piedmont likewise has a school and a small commercial district at its heart. I’m also going to include the upper portions of East Hillside in this category: it has Myers-Wilkins Elementary, it has modest commercial corridors along 9th Street and 6th Avenue East, and it certainly has a distinctive character, with a concentration of homeowners not present further down the hill or in Central Hillside. Gary has most of the amenities as well, albeit more marginally, so I’ll put it here rather than somewhere else.

What do these neighborhoods have in common? They all date back to the start of the 20th century, though they’ve all seen at least some continued development. Most could be reasonably described as middle-income or upper-middle-income; this category includes neither Duluth’s wealthiest areas, nor its poorest. The first four are the purest examples, including the three that I’d put more on the upper side of middle class (Lakeside, Woodland, Piedmont). West Duluth, despite hosting the largest commercial district of the bunch, has been more constrained in its development and therefore has older housing and lower incomes. The Upper Hillside has blurrier boundaries and its school has a much wider reach than just the neighborhood, as does Stowe in Gary; these two commercial areas are also less developed, lacking grocery stores (excepting perhaps Whole Foods Co-Op, depending on where one draws the lines). As a result, they aren’t as wealthy, though they retain a strong sense of community.

College Town, Duluth Style

Three neighborhoods abut the University of Minnesota-Duluth and College of St. Scholastica, and they’ve all evolved in response to this reality. They have all lost their public elementary schools, but have developed commercial centers that help them thrive, and are solidly upper middle-class areas when one cuts out the college students, whose incomes are not reflective of socioeconomic status. Kenwood lost its school in 1993, but has a thriving commercial hub at Kenwood and Arrowhead that can provide about any basic need, and its many little pockets, whether renter-heavy or full of higher-end homes, feed right into that cluster. Likewise, the Mount Royal shopping center fits that function for the Hunters Park neighborhood, and has a community anchor in its library, plus a couple of other amenities like the Glen Avon sports complex that have kept the neighborhood identity (and higher property values) alive despite some college student outgrowth south of Arrowhead Road and the closure of the elementary school in that same 1993 consolidation.  Just to the south, Chester Park lost its two schools in the early 00s but gained a commercial node at Bluestone, a late-stage adaptation to life as a neighborhood neighboring a college.

In the absence of a true college neighborhood like a Dinkytown or a State Street, Duluth has spawned three little commercial nodes around its two four-year institutions. It’s a funny arrangement that makes it difficult to do anything at scale, and has led college students to leapfrog down the hill into Endion and the Hillside, which I don’t think is optimal for anyone. (Count me among those who think UMD has historically shirked its responsibility to house students, with negative implications for all involved.) But it has also created some livable, amenity-filled neighborhoods around the colleges whose stability somewhat belies the ongoing concerns that the students are ruining the neighborhoods.

Bedroom Enclaves

There are a couple of neighborhoods that are basically devoid of commercial uses, but have strong neighborhood identities. Congdon has no businesses to speak of (other than the country club, I guess), but has commercial areas on almost all sides and several well-regarded schools at the center, which keeps Duluth’s wealthiest district distinct in character. Park Point, for reasons of geography, is also a very distinct neighborhood, despite seeing its one mini commercial node at 19th Street slip away. Morley Heights, if not lumped in with Hunters Park, fits this mold also; it does have the Montessori school at its center. The wealthier portion of Duluth Heights that is thoroughly residential but within an easy drive of the mall area also fits this bill; it lost Birchwood Elementary some time ago, but Lowell is still right there for it.

These neighborhoods uniformly have the highest median family incomes in the city. The well-off like their relative peace and quiet, though neighboring commercial districts create a more accessible urban experience than, say, in Hermantown. Their futures are probably more of the same, as home age doesn’t much affect quality here, and while they might be able to handle a few more amenities, property values and natural features keep them what they are. They are also, on the whole, quite small population-wise.

Commerce First

Some parts of the city have notable commercial districts but have lost schools, or never had one to begin with. Central Hillside and the lower portions of East Hillside have commercial nodes at places along Fourth Street and at the Plaza shopping center; Central Hillside suffered a more recent loss of other institutions, like Historic Central High and Nettleton Elementary. Morgan Park, a pocket of unique history that lost its school in the Red Plan restructuring of the late aughts, also qualifies. We’ll see if it maintains enough commercial activity to stay here, or if it drifts into the next category I’ll describe. On the extreme side of spectrum is Downtown, which has a small population but is a major commercial hub. These neighborhoods are uniformly low-income, which says something about how schools and urban planning go hand-in-hand, though the causal arrows would require a much longer discourse.

A related concept, less a neighborhood but relevant here, using a term from urbanist Charles Marohn via Furth, is the “stroad”: those commercial, fast-moving urban strips that combine the worst of many worlds. London Road above the east side on the freeway is obvious here, though with a recent uptick in development, maybe the road will catch up with its bike lanes and become more of a destination. (Can I lobby for a boulevard or some greenery to lessen the completely unnecessary suburban feel?) Central Entrance, a road whose name can’t hide its purpose of moving people to one place from another, also qualifies, and is apparently on the docket for some aesthetic enhancement. The entire mall area would seem to fall in this category. By any measure, these are successful commercial areas that generate wealth, but to date they have not invited much of anyone to live alongside them.

If there’s good news for the hyper-concentrations of commerce near the mall and even in Downtown, it’s that it’s much easier to build new housing in a commercial zone than it is to build new commercial uses in a residential zone, and we’re starting to see some new development that could help tip these areas toward more of a genuine neighborhood status, especially Downtown. The mall’s commercial success has been an accessory for growth and new housing, both in aforementioned Duluth Heights and in Hermantown. It’s just reflective of the paradox Furth details, in which a sense of neighborhood declines even as wealth increases and a suburban future takes hold.

Going forward, I’m curious to see if Hermantown is content to be a suburban strip with mostly high-income development tucked away on its township-style roads and cul-de-sacs, united by investment in a school system. If it wants grow at any faster rate, it’s either going to have to shift, either with more affordable levels of housing or some sort of New Urbanist style development that would turn it into something very different from the quasi-rural place it is now. Rice Lake, which lacks the Highway 53 commercial corridor and separate school system but shares Hermantown’s general demographics, also has some decisions to make. (And since we’re on the topic of Duluth’s neighbors, I suppose Proctor would qualify as a traditional neighborhood, with Duluth’s Bayview Heights neighborhood as a residential appendage.)

Finally, I’d be remiss not to mention Duluth’s industrial zones: its working waterfront, its airpark, and its west side business parks. These areas understandably demand some separation from everything else, though the cleanliness of most modern industry makes these strict lines less necessary than they once were. They fulfill vital functions, and a healthy path forward keeps them around (and could even grow them with the old U.S. Steel site) while also allowing less intrusive industry into places like the Lincoln Park craft district, where it has thrived.

Neighborhoods Lost?

My own neighborhood, Endion, is something of a relic with no real identity: its school closed in 1977, and it has very few commercial uses above London Road. In reality, it’s a buffer state between Congdon and the Hillside, and it shares a commercial core with the lower Hillside and hospital areas. For many of these reasons, I don’t see it as a long-term home. Observation Hill lost Emerson Elementary in 1979, and while it’s got some fascinating relics of past eras, it is now mostly a collection of housing all over the income map wedged between Downtown and Lincoln Park. The portion lower portions of Duluth Heights probably fall in this category also, with the original Lowell Elementary and the new Central High no longer, and some very uniform new developments such as Boulder Ridge and a collection of townhomes below it.

On the west side, I see places like Fairmount and Irving in the same way: long-shuttered schools and little in the way of commerce, though Fairmount abuts a stroad-ish section of Grand Avenue and could conceivably drop into a few different categories here, and there is a charter school in the area to provide an option. There’s some potential to build something cohesive between these two neighborhoods if they can unite and develop something resembling a commercial district instead of a strip along Grand; the city has done some small area planning, and it’s worth watching to see if anything comes of this.

Norton Park, Smithville, Riverside, and Fond du Lac are also distinct thanks to geography, lacking in any of the defining features used in this typology; they could, plausibly, become bedroom-type communities with greater development, but given their small size, they lack the critical mass that defines the higher-income bedroom neighborhoods or invite in a genuine commercial district. They are more tucked-away areas where people can live comfortably out of the way if they so choose, though on the whole they trend toward middle to lower incomes, quiet little escapes strung out along the river that neither show signs of decline nor bustle with new life.

Lincoln Park Gets Its Own Section

In the past, Lincoln Park would have fit naturally into the traditional neighborhood category, even if it was a rather hardscrabble one. But in no area of Duluth are greater changes afoot. The new Lincoln Park Middle School is on the neighborhood’s far west side in place of an elementary school at its core. Its old central node along Superior Street, meanwhile, is unrecognizable from what it was a decade or two ago. It is now a thriving commercial area, and it seems as if denser housing is coming along right behind it. If this commercial renaissance can continue on the other side of 53—and there are signs that this is happening, since there is a respectable commercial corridor along West Third and that oddly placed school for all its seeming travails—we could see a neighborhood change overnight. If not, we may see a divergence between a thriving commercial core and a left-behind version of that old traditional neighborhood, an area more two neighborhoods instead of one.

The chance of new investment across the full swath of a low-income area invites a debate over gentrification, which is a new concept in Duluth. Gentrification is an overused word that can mean a lot of different things, and I personally try to avoid it because I don’t think it advances our understanding. As we assess the changes in Lincoln Park, I’d ask the following questions: are rising property values actively displacing people? (The evidence for displacement, even in cities where change moves much more quickly, is often scant.) Are longtime residents benefitting from, or at least appreciative of, some of the changes that may follow? Is the city losing cultural touchstones whose loss would be a tragedy, particularly for certain communities?

What Next?

Aside from the Lincoln Park questions, I see a few obvious areas of focus as we think about the future of Duluth’s neighborhoods.  For starters, this analysis is an unabashed endorsement of the core investment areas. Cultivating those neighborhood centers should create a virtuous cycle of community involvement and social capital. Not every Duluth neighborhood can be a Congdon, but many can come closer to approximating Piedmont or Lakeside with enough cultivation of resources that can lift all boats.

Second, future planners need to consider schools as central to the urban future, and make any future building and boundary decisions accordingly. “Schools, more than any remaining American institution, bring people together on the basis of geography,” Furth writes, and he’s right. It’s stunning to see how many of Duluth’s neighborhood names, even and especially the ones that seem incoherent now, have their roots in the location of an elementary school. (Even Lakeside/Lester Park, which basically everyone now considers one neighborhood, retains those two old names because, until 1993, there was a Lakeside and a Lester Park public elementary school.) In an age of declining civic involvement, we need to reinforce those cores we do have.

A lot of good neighborhoods are driven by things far beyond schools and commercial nodes, from geography to the efforts of a handful of very committed people who I won’t try to assess in a blog post. I also didn’t mention parks because basically every Duluth neighborhood has good parks, but keeping them fresh and bringing back programming can go a long way. Things besides neighborhoods can construct thick networks that create pleasant lives and support people instead of holding them back, but fundamentally, the neighborhood still matters in so many aspects of life. Intelligent public policy needs to support them and move them forward, not just in immediate response to needs or complaints, but in a coherent vision for what comes next.

Little Things

I’ve had a good and busy week so far, one filled with reminders of why it is I do what I do, and how exactly we have to go about doing it. This goes beyond the day-to-day tasks of work and hockey and other activities, as the world around me finds ways to take small steps forward in a very long game.

This article by George Monbiot, a British activist and radical, circulated through my planning network earlier this week. Monbiot makes a  case that caters to left-leaning readers (this is The Guardian, after all), but it goes deeper, reaching toward a sphere of life both sides of the political spectrum have come to neglect. He’s talking about building “thick” networks of people to share things and ideas and generally just support each other, allowing them to escape the anomie of lonely modern lives and bring up the standard of living. He also makes the necessary point that a large welfare state can indeed “leave people dependent, isolated, and highly vulnerable to cuts.” This isn’t government-driven at all. Regulation alone won’t save us. Monbiot follows up his diagnosis with a refreshing array of real-world examples of British communities pulling together to build participatory little democracies that make life happier for a lot of people. To underscore the nonpartisan nature of the pitch, this actually sounds a lot like the “Big Society” that Tory ex-Prime Minister David Cameron gave some attention, even if it was never central to his agenda. Influential Britons left and right seem to understand what their politics has been missing.

If only we could say the same of the American system these days. But, instead of looking to party brass or public intellectuals, maybe we can look a little closer to home.

Take Monday’s Duluth News Tribune story on the new OMC Smokehouse in Duluth’s Lincoln Park neighborhood. Alone, the lede here doesn’t seem too unique: some successful local restaurateurs have decided to open up a second  restaurant. But this is more than that. The Hanson family’s first restaurant, Duluth Grill, is both a social and culinary institution. Sure, Duluth Grill checks all those eco-friendly and locally-sourced boxes, which any localist will like. But it’s so remarkably popular because it makes damn good food, and anyone who goes there can just taste the difference between it and the competition. I’m not sure anywhere better encapsulates Duluth than Duluth Grill, with its lack of pretention (a former Denny’s!), broader ethos, and ability to deliver a remarkably good product.

Duluth Grill and OMC Smokehouse don’t aspire to just make good food, though; their success in the kitchen allows them to take the lead in the building of one of those dense networks. They’re part of a broader project to remake a neighborhood, and to give life to an area that still feels decidedly Rust Belt. The decision to locate OMC right on Superior Street in Lincoln Park underscores a commitment: this neighborhood can once again be a thriving hub of business, and the leadership from places like Duluth Grill, Frost River Trading Company, and Bent Paddle. The city, with its loan programs targeting local business growth, gets it. This is a chance to revitalize a neighborhood in the best sense of that phrase, and to fill it with new life.

Sticking with Lincoln Park, another DNT article over the weekend highlighted the efforts to bring teachers into students’ homes and build community schools in ISD 709. This is a welcome change of pace from talking about the existence of the gap between the east and west side schools, and a foray into actually doing something to address it. Schools can only do so much with the cards they’re dealt; as I’ve noted before, the west side schools actually don’t do terribly considering the poverty, barriers, and broken homes that plague too many of their students. That reality, however, is no excuse for not trying to do everything within their power to improve outcomes, and this effort to get teachers into homes is an excellent step toward creating a community that can prove demography is not destiny. It’s a simple but crucial step, one that acknowledges the value of humanity and building ties over cramming people into a something formulaic and hoping it spits out good little workers in the end.

These are examples from just one neighborhood, but they go to show why I love this city, and why, for all its travails, it seems to be the perfect place to build the dense sort of community that can withstand any manner of swings beyond. The challenges, which range from that divided school system to a sudden spate of gun violence to a political consensus that seems to be breaking down as a center-left and an activist left left stake out territory, are all real. But these are little ways to build networks that can help to alleviate all of these troubles, and they can bring anyone on board because the basic tenets that support them–cleaned-up neighborhoods, good food, better student-teacher relationships, free chances to learn things, easier access to capital–are things that anyone can support.

I know a lot of people seem to be coming to this sort of worldview in reaction to our new President and his agenda, to the extent that we can distinguish one. I’m fine with that; I welcome fellow travelers however they come. That said, I do want to make something clear: personally, I’m not advocating for positions like this in reaction to broader national trends. I’m doing this because I fundamentally believe it is the right way to do things, no matter who is in power and what is going on in Washington. The intimacy of local politics (in the broad meaning of the word, covering any manner of relationships among people) will always have greater effect over the lives of people than the diktats of an increasingly powerful executive and unelected court system and a occasional input from a rump Congress. Taking part in these seemingly small activities will do much more to make things happen in actual human lives than posting another freaking article on Facebook about why the politicians you dislike are unlikable. (Over the past few weeks, I’ve stopped checking the news more than once a day, and find that I’m just as informed and now have far better uses for my time than I did before.)

Keep it simple. Start local. Start with what you can control. Make some sort of commitment in the next week. It doesn’t take much.

Farewell Duluth IV: The Walk

Eighteen years ago Saturday, a moving van bearing my father and I rolled into Duluth to join my mother, who’d already made the trek. I now have less than a week left here—this time around, anyway. My departures are never very permanent. Even so, a proper good-bye was in order. So I headed out the front door and started walking.

I begin in Lakeside, an idyllic middle-class neighborhood on the far east end, and my home for most of my life. It isn’t uniform; there are some gaudy houses along the lakeshore and scattered about, and many of the homes are older, bringing with them some character and occasionally some shabbiness as well. It just seems healthy, my own childhood repeated before my eyes from block to block. At times perhaps too sheltering, as evidenced ongoing temperance 80 years after the 21st Amendment, but it’s also easy to escape out into the woods or up the shore and find some freedom. The business district has hollowed out some over the years; the second grocery store and the pharmacy is gone now, though many of them plug along, and a new coffee shop is set to come in. For the most part, it seems timeless.

At the end of Lakeside is the new Duluth East, in the building where I went to middle school; the setting is second to none, with the expansive views of the lake. The building itself, though, can’t quite match the old one, which I come to in a short while: that old gothic brick academy with giant windows perched right in the heart of Congdon Park. To the west, Duluth’s mansions and old money core, tucked beneath the Cathedral of Our Lady of the Rosary and the Longview tennis courts. Say what you will about Duluth’s elite, but their commitment to this community down the years has been unquestioned, and that Congdon sensibility rubbed off on me during my time at East. Class, unapologetic appreciation for high culture, and sympathy for that noble approach to the world: political wars and resentment are so below us, and instead it is all our plaything, here to be enjoyed in all its finery. A defense of time-honored traditions and inheritances worth passing down, stewarding, and bringing to fruition. It has its shortcomings, of course, and I’ve got enough Wisconsin farm boy in me that it’ll never quite be me. It is a fine place to call home, though, and I have its largesse to thank for so much.

I leave the mansions behind, and a protest is afoot on 4th Street: the towering maples lining the route are on the chopping block due to planned street repairs, so the neighbors have wrapped them in clothes arranged to look like tree-hugging people and added some speech bubbles from the trees themselves. I grab their flier, turn north off 4th, and slide into the Hillside. This is often Duluth’s cutting edge, with many possible futures on display: incoming college students, the growing gardens of those who want to raise their families in the heart of a walkable city, lower-income rentals, and the sudden appearance of minorities, all in relatively close proximity. Variety begets vivacity, though it comes at the expense of some stability. The strength of neighborhoods such as this will be the bellwether for the future, not only in Duluth but across the nation: how do we adapt to the thinning of the middle class? How do we make do with our roles in life, knowing most of us aren’t destined for those Congdon mansions, and how do we adjust to neighbors who may not share our culture? The Hillside likely holds the answers to these questions.

I swing down around a reservoir, past a slope where I once went to count butterflies, now overgrown, and reach the Lower Chester hockey rinks. The place where the Williams brothers and Mike Randolph learned to skate has been given a new lease on life, thanks to the closure of the rinks in Congdon; it looks sharp, though today its only occupants are a couple of skateboarders. I pause to admire the towering building across the street; ex-mansion or some great hall I do not know, but it’s hard to tell if it’s occupied today. I plunge down the hill, through the tangle of the Hillside, and there is the lake: this walk wouldn’t be complete without a brief venture into the realm of the tourists. There’s the Armory and the walls of the old Duluth Arena beneath the Super One, and there is the brick next to the Rose Garden fountain where I must kneel and brush off the dirt. Onward, past two statues: one of a man who had nothing to do with Duluth but is honored here anyway (Leif Erickson), and the other of a robber baron who had everything to do with Duluth (Jay Cooke). How curious our historical memories can be.

I head down Superior Street, past bustling Fitgers and into the east end of Downtown. It’s come a long way since I last made this walk: Duluth has outlasted the Last Place on Earth, and the Kozy Bar offers no respite. Now, a Sheraton, classy restaurants, and a shiny independent theater. (As if I needed another trigger for childhood nostalgia and rumination on the passage of time, “Boyhood” has just opened here.) This is looking more and more like a cultured downtown, the commercial hub of northern Minnesota, many of the buildings lining its brick streets still graced with turn-of-the-century detail. It’s not a steady march into the future, though: the Fond Du Luth Casino’s lurid lights still flash all over the place, and a walk one block up to First Street is a step back into a different Duluth. The memorial to the 1920 lynchings sits vacant opposite the burned-out shell of the Kozy, and a woman stumbling up the street in an apparent drugged daze offers a halfhearted hello.

A light mist has kept the crowds at bay, and now as I get into the very heart of the city, it begins to rain properly. I seek brief shelter amid the ever-intriguing crowds in the Holiday Center, people who have caught my attention since my youth, left me to puzzle out lives that are not mine. I do a few stretches, then take to the skywalk for a brief spell. I can’t get far on a Saturday, but by the time I step out next to the Missabe Building, it’s all stopped, and I can admire the façade there and on the Board of Trade before plodding on to City Hall. I’ve spent my share of time in the halls of power over the past two years, but Duluth is too small for anyone to live in a bubble here. A block away, the ore ship of a library sits in port with its cargo of knowledge and collection of unsavory characters who needed a new home after the Last Place on Earth closed its doors, and beyond it, the real harbor, ever the root source of this city’s identity.

It’s time to head up. Fifth Avenue West is Duluth’s steepest street, but I conquer it with the help of the sidewalk railing, and stop to admire the view down toward the harbor and the DECC, another place where I’ve seemed to practically live at times, from hockey to concerts to other formal functions from high school on up. I hike the crest of Observation Hill, observing that house where my mother stayed when she first moved here ahead of the family seventeen years ago, and come to the Twin Ponds and Enger Tower. The park is busy, but I don’t linger for the view. Instead, I retreat to the woods, and head down the Superior Hiking Trail. Here, too, there is great variety: a stand of pines, an alpine meadow with views of the harbor, a babbling stream to hop across, and a forgotten old basketball court and baseball diamond, slowly being swallowed up by the woods. I cross Piedmont Avenue, then descend through Lincoln Park. As a ribbon of greenery it’s similar to the more familiar Lester Park, but it seems a bit less tamed, a bit more wild, and I have the upper reaches to myself.

Down below, in the heart of the park, there are a handful of picnickers and two fishermen; a pair of young lovers guide each other across the bridge. Then, back out to civilization, and a host of worn-out rental properties, some legitimately blighted. A little festival at a mid-block church apparently requires the presence of three police cars, and “Beware of the Dog” signs proliferate. More than anything now, I want lunch, and the Duluth Grill, that quintessential local restaurant, calls out. Even in the midst of Lincoln Park, a beloved restaurant of locally sourced food thrives, one of a few signs of change here. It’s packed as always, but it’s not hard to find a spot for one at the counter, and I recharge with a salmon burger.

My next steps take me along West Michigan Street, up to the Heritage Arena, my usual winter haunt and another of those signs of life out here. For once, the parking lot is empty, and I only briefly peek into the lobby. I’ll be back here in December and January, no doubt. Then it’s back along the backside of Lincoln Park, all industrial storage space and the like; lifeless on a Saturday. Up above, the gaudy new west side middle school lords over it all. I go underneath the railroad bridges and come to Wade Stadium, the ballpark in desperate need of the forthcoming state aid. The Huskies’ season has just come to an end, though I never did make it out there this year; what this park really inspires are fond memories of the Dukes, that old independent professional team that had a couple of entertaining title runs in my childhood. It’s one good remodeling away from being a real gem.

I step out on to Grand Avenue, the main artery of the west side and a simple summation of the plight of working-class America. It’s not blighted, but there’s nothing to make anything stand out here, either. It’s just uniform, everything of the same age and showing that age. The neighborhood around Denfeld offers a bit more, with the high school serving as the anchor. The houses here could all be in Lakeside, though the streets are in worse shape, and there’s action in the businesses. The girls’ soccer team is practicing on the field, the high school season just around the corner, and there’s a party in Memorial Park, too. Plenty of people come and go in the West Duluth downtown, but no one really lingers anywhere, so I don’t, either. On past the businesses, through the library parking lot, and down into Irving. Here again the housing stock takes a dip downward, though the street is pleasantly leafy, and there’s a herd of screaming children running along. The street suddenly fades into a dirt track through a copse, and I have to skirt a little stream that makes its slow way down to the St. Louis River.

Here is the west side charter elementary school, undergoing some summertime renovation, and I weave a bit more, dodging a kid on a bike and drawing closer to the river, where the houses are newer. The last time I was here, the far end of the Western Waterfront Trail was closed for pollution clean-up; now it’s open again, though I skip the first loop of the trail before joining it on Indian Point. I wind around the campground, breaking into a jog just to show myself I can do it as I close in on 17 miles. A family spends a sleepy afternoon on a pier jutting into the river, while I am accosted by a sudden swarm of mystery insects.

I’m nearing the end. It would be nice to plow on out to Gary, ruminate on the old steel mill and Morgan Park, and end it all by running up Ely’s Peak one last time, but it’s growing late, and I have a goodbye party to throw for myself. The destination for now is the former home of a high school teacher and Denfeld grad who, despite marrying a wealthy lawyer, remained true to the West Side, and had a point to prove about this city’s east-west divide. She doesn’t live here anymore, but it still seems like a fitting endpoint: a grand, modern house on the river, a sign of what might be to come in the redevelopment for the river corridor imagined by Mayor Don Ness. As I look around, I see the vision is already a fait accompli on the lower side of Norton Park: there’s a whole subdivision of nice, newer houses across the bay. Perhaps it won’t be as hard as it had seemed, though this budding urban planner has no illusions about the road ahead. There is much work to be done.

That is a debate for another time, though. My rescue wagon awaits me. I need to head home and freshen up, and after that, it’ll be time for one last Canal Park dinner and one last bit of mild debauchery on the Park Point beach. I’ll miss it, of course. But I’ve seen so much of it that I can’t help but leave satisfied. It’s all there, right before our eyes, and even after eighteen years, there’s always something new to find.

Saving the Seaway: Duluth City Council Notes, 3/10/14

The Duluth City Council had a fairly tame agenda on Monday night, and between hockey-caused exhaustion and a busy workday, I settled for following Monday night’s City Council meeting from home.

The opening comments were straightforward, and brushed on a handful of open Council issues. Councilor Julsrud plugged two upcoming meetings, one at 6:30 on March 20 at Good Shepard Lutheran Church in Lakeside to discuss soil testing and plans for a dog park in the neighborhood, and the other at 6:00 on March 27 at Hartley Nature Center over future plans for trails in Hartley Park. Councilor Gardner also gave a brief update on the move toward a charter amendment to resolve issues with council vacancy appointments, saying the committee charged with drafting the changes had some research to work with and would be meeting soon.

After some procedural wrangling and the pulling of several finance resolutions so as to allow more time for public notification, the Council moved into its only big agenda item of the evening, a $230,000 loan to the Housing Redevelopment Authority (HRA) to rescue the blighted Seaway Hotel in Lincoln Park. The Seaway has been condemned by the city in the past and faces serious structural issues, but continues to operate over 60 low-income housing units, and needs a new owner to realistically continue to operate. Three citizen speakers came forward to support the loan, saying the need was pressing, and that a revitalization could be a catalyst to help improve one of Duluth’s more depressed areas. They also stressed the inclusion of tenants in the meetings to decide the Seaway’s future.

Councilor Larson was the first Councilor to declare her support, noting the efficiency of the investment—about $3,000 per unit—and the potential costs of failure to act. Councilor Russ agreed and noted the diversity of groups involved in the effort, while Councilor Filipovich added an environmental angle to the discussion, saying refurbishment was better than demolition. Councilor Fosle, conceding he was likely the lone ‘no’ vote, expressed his doubts: the HRA has a budget of over $10 million, yet taxpayers are being left with the bill; the loan was “forgivable;” and other businesses in the region might not see any incentive to do anything, leaving then neighborhood unchanged. He was especially concerned about projections that had the project in the red for at least three years, perhaps forever, and insisted that it is “not the government’s job to buy dilapidated buildings. This is why people get mad at government.”

Councilor Hanson followed up on Councilor Fosle’s words, and asked CAO Montgomery if the loan really was “forgivable.” Montgomery did not quite answer the question, though he did point out that there was revenue to be made both from the building’s operations and in its eventual sale. He also conceded that there was a real chance the Seaway would operate in the red, but both he and Councilor Sipress insisted that the benefits of an improved Seaway would outweigh the costs. The whole plan was contingent on state grants, they explained, and the HRA is a catalyst for the process that makes an eventual payoff “more probable.”

Councilor Larson offered to talk to Councilor Hanson about the details later, but this didn’t quite quell his concerns, and he proposed an amendment to the resolution that would insist that the eventual liquidation of the building be done at a “fair market rate.” President Krug (via Atty. Johnson) and CAO Montgomery were quick to shoot this idea down, explaining that an amendment would force the plan back to the Development Authority. The Seaway “would have been sold long ago” if it were an “easy deal,” Montgomery explained, and the building would forever be problematic unless it got a “government kickstart.” He also wondered how they would define a “fair market rate,” and President Krug closed the comments by saying that the Seaway was a problem that needed a solution before anything else could be done to rehabilitate Lincoln Park.

Councilor Hanson voted for the resolution, and it passed 8-1, with Councilor Fosle as the lone dissenter. During the closing comments he explained himself further, and appeared to disagree with the narrative presented by some Councilors in which a refurbished Seaway would lift up the entire neighborhood. The “deep cancer” at play here, he said while citing his experience as a resident of and worker in Lincoln Park, is the presence of many “liquor establishments” along the block that blight the entire area. He demanded better management and responsiveness to crime in the neighborhood, and said it “will take more public investment” to turn things around; hence his frustration that the HRA was not picking up more of the tab, though this was a good “first surgical step.”

The only other discussion involved three ordinances amending the city code. Councilor Fosle made some cryptic comments at the start, saying someone had been “pushing an agenda” to make all of these changes, making a 1.5 inch-thick book’s worth of changes before abruptly leaving. He said one of the changes was not merely the “housekeeping” change it had been made out to be, and worried about unintended consequences. Agreeing that there was a lot of information to absorb in a short time, Councilors Gardner and Julsrud sought to explain the changes found in the most complex of the ordinances. The new language created more public meetings, and insisted that developers hold one for all residents within 350 feet, note the number of attendees, and respond to any concerns they might raise. It also allowed for more flexibility and freedom to issue special and interim use permits. This particular ordinance drew a ‘no’ vote from Councilor Fosle and passed 8-1; the other two passed unanimously. Its work complete, the Council wrapped up a relatively short meeting.

The most interesting theme to emerge in this meeting was the chicken-or-egg question relating to the Seaway and its place in Lincoln Park. Is the area around the Seaway in need of a facelift because of the effects of the Seaway, or is the Seaway an issue because its environs are the issue? Presumably the two are interrelated to some degree, but where is the best starting point for people trying to attack the problem? With the caveat that I don’t spend much time in Lincoln Park, I’ll say this: going after the blighted building at the heart of the neighborhood is probably more cost-effective than trying to make everything look pretty or cracking down on crime or shutting down bars. (Where there’s a demand, the supply will follow, in one way or another, and some of those other solutions can seem paternalistic, depending on how they’re implemented.) For the same reasons, though, it’s hard to see the changes to one building turning around an entire neighborhood.  This is, of course, why poverty is so entrenched; there are no simple causal arrows, and things cycle into one another through culture and politics and economics and the agency of individuals. The Seaway rescue is an attempt to throw a wrench in some of those cycles. We’ll soon learn if it is enough of one to create newer, healthier cycles for a neighborhood that could use some help.
